PROBLEM TO BE SOLVED: To allow a driver who is going to ride in a vehicle to surely recognize an obstacle around the vehicle.

SOLUTION: The vehicle surroundings monitoring device is provided with: an outside driver recognition part for recognizing a driver approaching a vehicle; an obstacle information generation part for generating obstacle information on the presence of an obstacle around the vehicle; and a notification part for notifying the recognized outside driver of the obstacle information generated by the obstacle information generation part.
