摘要 <P>PROBLEM TO BE SOLVED: To provide a predicted image generating device enabling highly efficient encoding for a moving image like a faded image or a dissolved image, where luminance changes with time. <P>SOLUTION: A variable-length decoder 303 decodes encoded data 300. The encoded data 300 contain a prediction error signal, a motion vector information 414, and an index information 415. The prediction error signal represents an error in a predicted image signal for a moving image signal which includes a luminance signal and two color difference signals. The index information 415 indicates combination of at least one reference image number and a prediction parameter prepared beforehand for each luminance signal and each two color difference signals. A frame memory/predicted image creator 308 generates a predicted image signal 412, according to combination of the reference image number and the prediction parameter shown by the decoded index information.
