<p><P>PROBLEM TO BE SOLVED: To secure high ACK/NACK determination accuracy without degrading transmission efficiency of a data signal. <P>SOLUTION: A base station measures a signal-to-interference power ratio using a control signal received from this terminal device through wireless communication, and decides an MCS value representing a combination of a modulation scheme and a channel coding rate. The base station includes the decided MCS value in up channel transmission information using a control channel including downlink data allocation information to be transmitted to the terminal device. The terminal device decides a transmission format of an up data channel to be transmitted to the base station based on the up channel transmission information (MCS) received from the base station. The terminal device, when having received a down data channel from the base station, decides a response content (ACK/NACK/DTX) to the base station, based on the result of decoding the down data channel.
