<p><P>PROBLEM TO BE SOLVED: To provide a community forming system for forming a community to include users who have not had contact with each other as members. <P>SOLUTION: The community forming system is configured to store user information 310 that expresses at least a group and various profile information as a group consisting of a pair of an attribute name and an attribute value for each of a plurality of users who use a communication service, as well as a message log 320 including sender and receiver information of a message between users. In this state, the group of a plurality of users who frequently communicate is clustered based on the message log 320, and the candidate of a pair of clusters to be the base for formation of a new cluster is selected from the plurality of clusters. Common topic attribute to characterize the community is detected from the user information 310 of the selected pair of clusters.
