摘要 PROBLEM TO BE SOLVED: To provide a bandwidth management and control system and method for managing and controlling the bandwidth of communication channels so that the communication quality higher than that of the Internet is ensured.SOLUTION: The physical communication channels between respective nodes (ONU24, OLT23, L2SW22, and SSE21) constituting an access network 200 are referred to an access virtual path, an OLT virtual path, and an L2SW virtual path, respectively, and they are stored and managed in a data storage unit 14 in association with respective upper limit bandwidths in respective communication channels. When a request flow is transmitted from a subscriber, a decision is made, for the access virtual path, the OLT virtual path, and the L2SW virtual path, via which the request flow is transmitted, whether it is possible to accumulate the bandwidth of the request flow within a range not exceeding the upper limit bandwidths. If it is possible to accumulate the bandwidth for all virtual paths, the bandwidth of the request flow is ensured.
