PROBLEM TO BE SOLVED: To properly implement a route guidance using a mobile means having a previously-defined utilization entitlement, and a route guidance without using it. SOLUTION: A route search server 30 searches a route based on route search conditions inputted from a navigation terminal device 20, and distributes the searched guided route to the navigation terminal device 20. A navigation system 10 is provided with: a particular route network database 34 for storing networks of traffic means having the utilization entitlements defined route by route; and a particular route utilization entitlement determining means 39 for determining the utilization entitlement of the route of the traffic means corresponding to the particular route network when the route is searched. The particular route utilization entitlement determining means 39 determines the utilization entitlement of the route of the traffic means corresponding to the particular route network from the route search conditions. If it determines that the utilization entitlement exists, a route search means 32 searches the route from a departure place to the destination by using the particular route network database 34.
