PROBLEM TO BE SOLVED: To provide a lay-up device which can ease controlling by interlocking an imaging device and a chuck, and to provide a lay-up method. SOLUTION: CCD cameras 12a-12d for confirming the positions of guide holes 20a-20d, guide pins 30a-30d, and chucks 11a-11d for holding an inner layer plate 20, and applying tension thereto are connected with each other by means of guide sections 15a-15d.
