PROBLEM TO BE SOLVED: To provide a navigation device for inputting therein the Japanese syllabary by a simple operation and to provide a Japanese syllabary character input method. SOLUTION: By tilting a joystick 22 in a right or left direction, an occupant selects a row selection character 42e concerning the row of an input character 422e from among row selection characters 42a to 42k displayed in a single horizontal row on a Japanese syllabary character input board 40.
