<P>PROBLEM TO BE SOLVED: To provide a method of manufacturing a light emitting device, capable of suppressing the decline of reliability while suppressing the variations of chromaticity by arranging a phosphor in the vicinity of the bottom of a translucent resin material in the shape of a layer of a roughly uniform thickness without giving vibrations to a substrate filled with the translucent resin material containing the phosphor, and to provide the light emitting device. <P>SOLUTION: For the light emitting device 1, a light emitting element 2 is loaded in a recess 31 provided on a package 3, and a resin sealing part 5 is formed by filling the translucent resin material 52 containing the phosphor 51 in the recess 31. When the translucent resin material 52 is filled in the recess 31, the bottom 311 of the package 3 is heated. Then, the peripheral side 34 of the package 3 is cooled.
