PROBLEM TO BE SOLVED: To suppress cleaning performance deterioration due to paper scum or foreign matters integrally composed of toner and the paper scum, and the occurrence of an image noise due to the cleaning performance deterioration. SOLUTION: A cleaning device includes: a first scraping-off/agitating body located facing a belt surface at a predetermined distance from the belt surface, and for scraping off, agitating, or capturing a visualizing material present on the belt surface and fiber bodies or powder bodies different from the visualizing material; a second scraping-off/agitating body located in contact with the belt surface, and for scraping off or agitating the visualizing material present on the belt surface and the fiber bodies or the powder bodies different from the visualizing material; and a scraping-off body located in contact with the belt surface, and for scraping off the visualizing material present on the belt surface and the fiber bodies or the powder bodies different from the visualizing material.
