PROBLEM TO BE SOLVED: To provide a roll temperature controller and a driving method, of a twin roll type continuous casting machine, wherein the thickness of a slab-solidified shells and heat deformation can be controlled by controlling the cooling conditions of rolls by external cooling devices. SOLUTION: The twin roll type continuous casting machine 10 is constituted so that a slab 15 obtained by feeding a molten steel 14 fed to a space between the circumferential faces of a pair of rolls 11a, 11b rotating to reverse directions each other, and press-welding solidified shells solidified at the circumferential faces of the respective rolls is pulled out from the space between the circumferential faces of the respective rolls. The twin roll type continuous casting machine is provided with: external cooling devices 16a, 16b cooling the circumferential faces of the respective rolls by cooling water from the outside of the rolls; flow rate regulation valves 17a, 17b regulating the feed amount of the cooling water fed to the external cooling devices; a slab-solidified shell thickness measurement device 19 as a roll temperature condition detection means of detecting the temperature conditions of the respective rolls; and a controller 18 controlling the flow rate regulation valve based on the detected signal from the slab-solidified shell thickness measurement device.
