PROBLEM TO BE SOLVED: To minimize exchanging of a brush by preventing a consumption degree of the brush from preceding a use degree of a vehicle. SOLUTION: A brush consumption degree (Ntotal/Nlimit) as a ratio of a total rotation frequency Ntotal up to a present time to the rotation frequency Nlimit showing a brush service life of an electric motor of an electromagnetic shock absorber and a vehicle use degree (Ytotal/Ytarget) as a ratio of a travel distance Ytotal to a durable travel distance Ytarget of the vehicle are calculated. When the brush consumption degree is larger than the vehicle use degree, a damping force is increased by multiplying target damping force F* by a correction efficient K(>1).
