PROBLEM TO BE SOLVED: To prevent the generation of a hand-over delay while reducing unnecessary hand-over control.

SOLUTION: A mobile station UE includes a decision part 14 configured so as to decide whether or not a measurement result must be reported on the basis of radio qualities in a serving cell and a peripheral cell measured by a measurement 13 and a parameter acquired by a parameter acquirement 12. The mobile station UE further includes an information part 15 configured so as to inform a radio base station eNB of such a measurement result when the transmission of the measurement result is decided by the decision 14. The decision part 14 is configured to decide whether or not the measurement result must be reported only when a first fixed period or more passes after the mobile station UE starts the communication with the serving cell.
