PROBLEM TO BE SOLVED: To reliably motivate energy saving.

SOLUTION: A data acquisition unit 1 acquires data regarding the use state of an electrical facility. A log data recording unit 3 records as time series data the data acquired by the data acquisition unit 1 in a time series manner. A matching degree calculation unit 4 successively calculates the matching degree when the recent time series data for a certain period of time recorded in the log data recording unit 3 is overlapped with the time series data for a predetermined period of time before the former time series data, with shifting the overlapping time points. A specifying unit 6 specifies the overlapping time point with the highest matching degree calculated by the matching degree calculation unit 4.
