PROBLEM TO BE SOLVED: To support behavior modification for promoting health of a user more effectively.

SOLUTION: A target setting part 105 generates a recommended target value to be presented to the person based on guiding principle information stored in a guiding principle storage part 114, health information stored in a health information storage part 115, and parameters such as a target value set by the person. A pseudo-another person generation part 107 generates pseudo-another person information from the guiding principle information stored in the guiding principle storage part 114, and registers the generated pseudo-another person information in a group information storage part 116 as pseudo information of the person included in a corresponding group.
