PROBLEM TO BE SOLVED: To control the deceleration of a car in stopping to an appropriate value and to stop the car within a short distance. SOLUTION: A braking device controller 16 controls a first braking device 2 and a second braking device 3 to be in a released state when a car 6 stops, and controls the first braking device 2 and the second braking device 3 to be in an opened state when the car 6 travels. When the car 6 is required to perform an emergency stop, the braking device controller 16 controls the first braking device 2 and the second braking device 3 to be in the released state. When the deceleration of the car 6 has a predetermined value or more or when a rope slips, the braking device controller 16 controls either one of the first braking device 2 and the second braking device 3 to be in the opened state. When the traveling speed of the car 6 has a fixed value or more, the braking device controller 16 controls the braking device, which is controlled to be in the opened state as described above, to be in the released state again.
