PROBLEM TO BE SOLVED: To provide an organic water-soluble oil agent for temper rolling that imparts rust-preventive properties to a steel plate after temper-rolled, prolongs the temporary storage period of a steel plate, and prevents or reduces the formation of white residues derived from the temper rolling oil agent or a gum-like substance formed by kneading of the temper rolling oil agent with a rust-preventive oil on the surface of a steel plate after temper-rolled. SOLUTION: The organic water-soluble oil agent for temper rolling comprises the following components: component (A): 0.1-2 mass% of spiculisporic acid; component (B): 2-8 mass% of p-tertiary-butylbenzoic acid and/or p-nitrobenzoic acid; component (C): 3-15 mass% of an alkanolamine; component (D): 1-20 mass% of polyethylene glycol having an average molecular weight of 100-2,000 as is calculated from a hydroxy value; and water as the balance.
