PROBLEM TO BE SOLVED: To enable control of heat generation of heating members in order to prevent abnormal temperature rises of the surfaces of the heating members. SOLUTION: A plurality of heat generators 24 and 25 are arranged parallel to each other along the inner peripheral surface of a fixing belt 21 in a non-nip portion N of the inner peripheral surface of the fixing belt 21 in such a manner that a slight gap is provided between the heat generators and the fixing belt 21. This makes it attainable to control the heat generation of each of the heat generators 24 and 25 according to the state of each part of the fixing belt 21.
