PROBLEM TO BE SOLVED: To provide a security camera system achieving safety and security of a community by recording privacy-protected images of vehicles/walkers passing intersections where traffic signals are installed and walkers walking on dark living roads or the like at night. SOLUTION: In a security camera, images captured by imaging parts 20, 110 are encrypted by video processing parts 30m 120 and recorded in video recording parts 40, 130. When displaying the encrypted images through an external output, the encrypted images are displayed in a privacy-protected state such as mosaic processing.
