PROBLEM TO BE SOLVED: To provide an apparatus for identifying plastics, especially the quality of the plastics. SOLUTION: The identification apparatus includes: a storage apparatus 10 for storing i observation positions including one or more peak positions of the plastics comprising the preset standard material M<SB>j</SB>, Raman scattering intensities at the observation positions, and an average vector and a covariance matrix calculated from a baseline position; a multivariable analysis means 33 for obtaining the Raman scattering intensities and the baseline position in Raman shift wave numbers corresponding to the i observation positions of the plastics comprising the material M<SB>j</SB>from the Raman scattering signal of the to-be-identified plastics, and implementing a decision analysis of a multivariable analysis by a discrimination expression using the average vector and the covariance matrix; a material identification means 34 for determining that the material M<SB>j</SB>is the material of the to-be-identified plastics in which j is obtained when a decision score is the minimum as a result of the decision analysis; and a quality identification means 35 for determining the good quality when the decision score is a predetermined threshold or below as the result of the decision analysis.
