PROBLEM TO BE SOLVED: To provide a heat seal packaging device that can contribute to a waste reduction and package an object to be packaged with an improved appearance thereof. SOLUTION: The device includes a base material setting part 2 for setting a substantial flat base material for being loaded with the object to be packaged, a film roll arranging part 4 for feeding a film for covering the object to be packaged on the base material, a film feeding means 6 for pulling the film by a predetermined length from a film roll 5 arranged in the film roll arranging part, a sucking means for sucking so as to hold, above the base material setting part, the film pulled by the film feeding means, a moving means for relatively moving the sucking means or the base material setting part so that the film which is held by being sucked by the sucking means covers the object to be packaged on the base material, and a heater part for heat welding edges of the film covering the object to be packaged to a surface of the base material loaded with the object to be packaged.
