The control device 12 obtains a lower limit value INV<SB>MIN</SB>now of the inverter output corresponding to a present set pressure differenceΔPspnow from the table TB1, the obtained lower limit value INV<SB>MIN</SB>now of the inverter output is set as a lower limit set value INV<SB>MIN</SB>sp of the inverter output in the present set pressure differenceΔPspnow, and the inverter output INV to the primary pump 2 is regulated not to be lower than the lower limit set value INV<SB>MIN</SB>sp.
