PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor having a blocking function and having excellent effects of suppressing fog and black dots and of suppressing a ghost even when higher picture qualities of an electrophotographic apparatus are severely required, and to provide a process cartridge and an electrophotographic apparatus having the electrophotographic photoreceptor. SOLUTION: The electrophotographic photoreceptor includes a conductive support and a first intermediate layer, a second intermediate layer and a photosensitive layer in this order on the conductive support, and is characterized in that: the second intermediate layer contains a polyolefin resin and a metal oxide having a volume average particle diameter of 20 nm or less; the first intermediate layer contains a metal oxide; and the volume average particle diameter of the metal oxide contained in the first intermediate layer is 10 times or more and 200 times or less as large as the volume average particle diameter of the metal oxide contained in the second intermediate layer.
