PROBLEM TO BE SOLVED: To appropriately distribute content even when providing the content that is distributed via a certain communication medium, via other different communication medium without excessively using individual information.

SOLUTION: A broadcast station management server 4 (information distribution management device) includes: a content output propriety determination means for determining the output propriety of content in a receiver 5 on the basis of the reception situation of the radio waves of a plurality of broadcast stations 2 and the position information of the receiving device 5, in the receiving device 5 (information receiver) capable of receiving content from a broadcast station portal server 3 (information distribution device) which provides content via an IP communication network 10 (communication different from radio waves) within the broadcast range of the broadcast stations 2 (radio stations) sending out the radio waves; and a communication control means for transmitting the determined result of the content output propriety determination means to the receiving device 5.
