PROBLEM TO BE SOLVED: To perform absolute determination of the similarity of image patterns in an image processing method, and to provide a device and a program. SOLUTION: The image processing method by a computer includes the steps of: dividing the first image pattern as a detection object into a plurality of regions; calculating a first histogram for accumulating the amount of information obtained from the occurrence frequency of the size of a gradient vector for each gradient vector direction of image information of each region; dividing the second image pattern with the same size as the first image pattern into the same number of regions as the first image pattern; calculating a second histogram for accumulating the amount of information obtained from the occurrence frequency of the size of the gradient vector for each gradient vector direction of the image information of each region; calculating the similarity of the first and second histograms; and determining the similarity of the first and second image patterns based on the similarity.
