PROBLEM TO BE SOLVED: To collect consumption tax from a game customer while clearly indicating the consumption tax collection conduct by a game store. SOLUTION: A card processing unit 50 includes a ball lending processing part 58a which instructs a "lending machine dispensing mechanism" so as to lend the Pachinko balls of fractions which become impossible to be dispensed in order not to satisfy a lending unit of a "game machine side dispensing mechanism" at least, out of the lending number corresponding to a "consumption tax excluded lending requested amount" that the amount of the consumption tax is excluded from a "consumption tax included lending requested amount" when lending balls with collecting the consumption tax imposed on the use of game media.
