PROBLEM TO BE SOLVED: To provide a method for manufacturing a floor heating panel unit improved in construction performance or work efficiency on site. SOLUTION: A heat transfer sheet 20 formed by bonding a metallic thin film 12 to a thermoplastic resin layer 14 is placed in a cavity having a projection extending in the longitudinal direction, of a mold in a deformed state into the shape approximately along the projection in advance, then a thermoplastic resin sheet 21 in a molten state is placed in the mold adjacent to a side of the thermoplastic resin layer 14, and the inside of a sealed space formed by the cavity and the thermoplastic resin sheet 21 in the molten state is sucked to weld the thermoplastic resin sheet 21 in the molten state to the heat transfer sheet 20 through the thermoplastic resin layer 14, the metallic thin film 12 is pressed to the projection to form a long groove to store a radiation pipe 16 for circulating a heat medium, and then a resin foam base body 22 is pressed to the thermoplastic resin sheet 21 in the molten state, and welded and fixed to the thermoplastic resin sheet 21.
