PROBLEM TO BE SOLVED: To specify and record a noticed range which is an input target of memorandum information input to a photographed image obtained by photographing a part of a target area. SOLUTION: Mark information 124 indicating a position and an image feature of each mark object arranged in a target area is recorded in a space model storage part 120. An investigator photographs a people's working landscape in the target area by a portable memorandum terminal 200 and inputs memorandum information in association with the photographed image. A field work record management part 130 receives a pair of the photographed image and the memorandum information from the memorandum terminal 200, collates the photographed image with the image feature of each mark object to specify the mark object included in the photographed image, and on the basis of the arrangement relationship of the mark object in the photographed image, the field work record management part 130 specifies a three-dimensional position in a range which is noticed by the investigator when taking the photographed image.
