PROBLEM TO BE SOLVED: To provide a beam steering system that uses a phased array antenna which by changing and generating a frequency of a signal input into a phase shifter in a transmission-reception switch, is able to make a beam steering angle by means of simple control without changing a phase of the phase shifter. SOLUTION: A beam steering system according the present invention includes: a plurality of transmission-reception switches that include a phase shifter for adjusting a phase of an input signal; a plurality of array antennas that radiate a signal output from the transmission-reception switch into a free space; and a broad-band transmitter that generates a signal to be input into the transmission-reception switch, and changes and generates the frequency of the signal in accordance with a control signal input from outside.
