PROBLEM TO BE SOLVED: To provide a process for preparing substituted 5-amino-pyrazolo[4,3-e]-1,2,4-triazolo[1,5-c]pyrimidine compounds having an aminoalkyl substituent at the 7-position, pharmacologically acceptable salts or solvates of the same. SOLUTION: A pyrimidine ring is cyclized by using a cyanating agent. There is disclosed the process including a step of obtaining a compound represented by formula I by cyclizing to a compound represented by formula IX and the cyanating agent.
