PROBLEM TO BE SOLVED: To drastically reduce a time required for solution search, in technology for determining operation in each transport means and prescribed period.

SOLUTION: An operation group allocation part 101 and an operation allocation part 103 allocate a value which can be taken by a variable to each allocation target item. A variable narrow-down part 108 deletes a value of the variable not satisfying a first restriction condition related to the value taken by the variable of the values of the variable allocated to each allocation target item. A value allocation part 102 and a restriction satisfaction solution derivation part 104 derives a combination of the values of the variable of each allocation target item satisfying a second restriction condition related to the value taken by the variable of the values out of the variable allocated to each allocation target item after the value of the variable is deleted as a solution.
