PROBLEM TO BE SOLVED: To provide a portable battery charger that quickly charges a battery of a battery-driven electric vehicle which has run out of energy. SOLUTION: The battery charger includes: a plurality of internal batteries, a charging circuit for connecting the internal batteries in parallel and charging the batteries, and an output circuit for connecting the internal batteries in series and charging an external battery.
