PROBLEM TO BE SOLVED: To provide a steam recovering device for recovering steam to a water tank, turning the steam into water without discharging the steam outside, and detecting a water level of the water, and a cooker provided with the steam recovering device. SOLUTION: The device includes: a water tank 7 for recovering the steam guided by a steam pipe 6 and steam guide pipe 7b and turning the steam into water; a maximum water level detector 8c for detecting a maximum water level of the water tank 7; a minimum water level detector 8d for detecting a minimum water level of the water tank 7; and a control part 11 for determining an existence or absence of the water tank 7, based on detection results of the maximum water level detector 8c and minimum water level detector 8d.
