PROBLEM TO BE SOLVED: To provide a composition for metal surface treatment capable of depositing a surface-treated coating film having storage property, excellent corrosion resistance, and excellent deposition property on a coating film to be formed by the subsequent coating process, and a base metal having the surface-treated coating film. SOLUTION: The composition for metal surface treatment contains the components (A) peroxo vanadic acid aqueous solution; (B) organic phosphonic acid compound; and (C) a condensation product of amino-silane (c1) and multi-silyl functional silane (c2).
