The device has a hooking piece (10a) equipped with a base with an end that is extended upward by a monobloc return pipe. An upper edge of the return pipe is extended by a monobloc plain flap (16) that extends parallel to the base. The flap includes an end connected to the return pipe, and another end that extends toward top by another return pipe (19). The other return pipe has an orifice (25) extending over a portion of width in order to permit evacuation of rainwater flowing back against the latter return pipe.
