PROBLEM TO BE SOLVED: To take measures to cope with a burst-like connection request (including Register registration) while considering real network and server resource states.

SOLUTION: A traffic control apparatus 2 includes: a SIP server state information management section 62 for receiving state information of resources of a SIP server 3 at predetermined intervals; a restriction condition determining section 67 for determining which SIP server 3 is in a burst traffic state in accordance with whether a value of the received state information is settled within a predetermined range; and a response signal generating section 69c for redirecting, to any terminal 4 which transmits a request signal, a response signal to which a retransmission time of the request signal is set for transmission of the request signal from the terminal 4 accommodated in the SIP server 3 for which the burst traffic state is determined.
