<p><P>PROBLEM TO BE SOLVED: To provide a developing device capable of keeping constant the flare generated by a developer carrier, even when a surface layer film thickness formed on the outermost peripheral surface of the developer carrier varies, and to provide a process cartridge or image forming apparatus having the developing device. <P>SOLUTION: The developing device includes the developer carrier that is arranged facedly to an image carrier in non-contact, and develops an electrostatic latent image on non-contact electrostatic latent image carrier by hopping and clouding the developer in the developer carrier. The developing device also includes an electrical field controller for controlling the electrical field between a plurality of outer electrodes according to the film thickness of the surface layer of the developer carrier.
