PROBLEM TO BE SOLVED: To provide a method for manufacturing a packaging bag which enables the reduction of the manufacturing cost and simplifies the manufacturing process. SOLUTION: After applying an adhesive to the end of a lower side sheet 104 of a double-folded sheet 101, a header area 106 is formed along a fold 102 of the sheet 101. Next, small bags 50 accommodated in a cassette 161 are sucked one by one by a suction plate 163 mounted on a turntable 162, and the sucked small bags 50 are transferred between the sheets 101 by the turn of the turntable 162 and heat-bonded. Then, a through hole 15a for hanging a packaging bag 10 is formed in the header area 106, and the sheet 101 including the small bags 50 is fused in the direction orthogonal to its longitudinal direction. In this condition, since the medium is printed on the inner surface of each small bag 50, a lateral side of the fused small bag 50 is not bonded, and the packaging bag 10 with gussets is manufactured.
