<P>PROBLEM TO BE SOLVED: To provide a maintenance device capable of improving the efficiency of maintenance work of a facility management system. <P>SOLUTION: A user interacting section 106 receives an operation from a user, and a telegraphic message collecting section 101 collects telegraphic messages flowing on a facility management network 20, with a predetermined timing caused by the operation from the user and stores the telegraphic messages in a storing section 103. A telegraphic message analyzing section 102 prepares test data regulated regarding the timing for transmitting each telegraphic message, on the basis of the content and receiving time of each collected telegraphic message, and stores the test data in the storing section 103. A telegraphic message transmission control section 104 controls the transmitting timing of each telegraphic message stored in the storing section 103, on the basis of the contents of the test data read from the storing section 103.
