An inverse orthogonal transformation unit 162 carries out inverse orthogonal transformation of the supplied 8&times;8 block. Respective pixel values of the 8&times;8 block subjected to the inverse orthogonal transformation forms a curved surface. The curved surface is made a prediction image.
