<P>PROBLEM TO BE SOLVED: To more improve encoding efficiency. <P>SOLUTION: An orthogonal transformation unit 151 carries out orthogonal transformation for every 4×4 of respective pixel values of processing object blocks of an input image. A 2×2 block creation unit 152 extracts four (4) direct current components from these coefficient data, and creates a 2×2 block using them. An orthogonal transformation unit 153 further performs orthogonal transformation of the 2×2 block. An 8×8 block creation unit 161 creates a 8×8 block making the 2×2 block as a left above 2×2 block. An inverse orthogonal transformation unit 162 carries out inverse orthogonal transformation of the supplied 8×8 block. Respective pixel values of the 8×8 block subjected to the inverse orthogonal transformation forms a curved surface. The curved surface is made a prediction image.
