COMPRESSION ENCODER, COMPRESSION ENCODING METHOD, AND PROGRAM

PROBLEM TO BE SOLVED: To obtain a compressed image compatible with the target image quality while compression-encoding image data at high speed with less quantity of computation and while removing noise.

SOLUTION: A wavelet transform section wavelet-transforms an image signal to generate a transform coefficient. A region-of-interest (ROI) setting section sets an ROI to the image signal. A quantizing section bit-shifts the transform coefficient to a lower bit side for a ROI portion with a higher priority of setting information relatively to the other region in ROIs (ROI portions) 36-39 and a non-concerned region (non-ROI portion) 40. A code amount control section performs rate control to cut off a part of the encoded data from the lower bit till obtaining desired noise removal effects for the encoded data obtained by applying encoding to the transform coefficient.
