PROBLEM TO BE SOLVED: To provide an evaluation device of a WEB site capable of specifying the site that performs link spam in the site where it is difficult to discriminate reliability. SOLUTION: The evaluation device of the WEB site includes: a feature calculation device 11 for receiving link information which is stored in a site information database 1 and obtained by collecting links described in a WEB document for the WEB site, and reliability information that shows a reliable site, an unreliable site and a site that cannot be determined as the reliable site or the unreliable site, and calculates feature necessary for machine learning and a feature value from the link information and the reliability information; a machine learning device 12 which performs learning by using feature values calculated about the reliable site and the unreliable site, and determines whether the site is reliable by using a feature value calculated about the undeterminable site and the result of the learning; and a learning state recorder 14 which records the result learned by the machine learning device 12.
