PROBLEM TO BE SOLVED: To provide a packet transfer device that transfers signaling messages without termination processing. SOLUTION: The packet transfer device for transferring the signaling messages received from a communication device to the other communication device is configured: to conduct transmission and reception between the communication devices on the basis of a lower-layer protocol of a signaling protocol; and to acquire identification information of the connection as connection information at the time of setting the connection on the basis of the lower-layer protocol. The packet transfer device also includes an Ihu side processing part 21 and an Iu side processing part 22 for transferring the signaling messages on the basis of the identification information and the connection information on the connection of the lower-layer protocol extracted from the received signaling messages, and a storing part 29 for holding the connection information.
