<P>PROBLEM TO BE SOLVED: To provide a substrate for a light-emitting element that suppresses arising of a problem of peeling of a semiconductor layer from a base substrate and ensures sufficient light extraction efficiency, and the light-emitting element. <P>SOLUTION: The substrate for the light-emitting element includes a semiconductor layer (an n-type semiconductor layer 5, a light-emitting layer 6, a p-type semiconductor layer 7, and a substrate 4) including the light-emitting layer 6, and the base substrate 2 bonded to the semiconductor layer through an intermediate layer 35.
