PROBLEM TO BE SOLVED: To develop the base material of soil cleaning material using chaff particles capable of effective, efficient and inexpensive treatment of harmful material, to prevent environmental pollution caused by domestic sludge, agricultural sludge, industrial sludge, livestock sludge, sewage sludge, biomass sludge, toilet sludge, etc. exerting an adverse influence on discharge water with a decomposition technique or a confining digesting and extinguishing technique, to provide an environment which can protect fishes and where plants can live, by means of the chaff soil cleaning treatment, and to provide a method for producing the base of soil cleaning material which can be easily performed without the need of equipment of a high cost.SOLUTION: A decomposition digestion and extinction treating agent for waste material such as harmful material sludge and waste water, etc. which can be made porous by subjecting the chaff to productive processing and physical treatment is a developed article by virtue of skill technique and has such a digestion and extinction effect as to attach and confine a harmful substance to chaff grains. Further, by replenishing and supplying the chaff, power-saving of removal of the treating agent is permitted. |
