PROBLEM TO BE SOLVED: To suppress an increase in a computational quantity for detecting a motion vector while improving the accuracy in detection of the motion vector.SOLUTION: In searching for a motion vector between an image to be coded and each of a plurality of reference candidate images, a motion vector detector 12k changes the quantity of computation to be performed in accordance with a temporal distance from the image to be coded to each of the reference candidate images and a value of a peak signal-to-noise ratio (PSNR) of each reference candidate image.
