The cell has a caisson divided into two compartments (1a), where one of the compartments is opened toward top to form a waste receiving hopper by a movable wall (5). Other compartment is located below the movable wall with respect to the hopper and enclosed in an actuating unit that actuates cleaning of the movable wall. The actuating unit includes two coplanar cylinders (8, 9) that are convergent toward the movable wall and connected by one of its ends at center of the movable wall. Another end of each cylinder is articulated with the caisson around an articulation axle.
