PURPOSE: A contamination preventing sheet and a manufacturing method thereof are provided to coat a surface processing agent with a fluorine-based resin on the surface of the contamination preventing sheet, thereby preventing flyers from being attached to the surface without permissions. CONSTITUTION: A primer layer(12) is formed on a base film(11). A surface processing layer(13) is formed on the primer layer. The surface processing layer comprises a denaturalized acrylate polymer. The thickness of the base film is from 10 to 500 micro meter. An adhesive layer is formed on the lower part of the base film.
