PURPOSE: A device and a method for controlling and operating a touch screen are provided to apply a touch screen control device irrelevant to an OS environment of the host by connecting a touch screen device and a host with the HID device and enabling the Os of a host to recognize the touch screen control device through a proper device driver. CONSTITUTION: A touch controller(212) is recognized irrelevant to a OS(Operating System) by being connected to a host(220) with an HID(Human Interface Device) method. If a touch panel(211) is touched, the touch control unit transmits the coordinate data of a touch point to a host by obtaining the coordinate data of the touch point. The touch control unit transmits the corrected coordinate data to the host by correcting the coordinate data of the touch point through the coordinate data correcting function. The touch control unit calculates and stores a corrected value for a coordinate correction by performing the coordinate data correction function.
