<P>PROBLEM TO BE SOLVED: To provide a vehicle control device that reliably executes OBD (On Board Diagnosis) on an internal combustion engine, to provide a vehicle with the same, and to provide a method of determining a failure of the internal combustion engine. <P>SOLUTION: An SOC (State Of Charge) control unit 56 controls an SOC of a storage device to a predetermined target state. When there is a request to execute OBD on the internal combustion engine, a Pe control unit 52 controls engine power into a stationary state where the OBD can be executed. When the Pe control unit 52 controls the engine power in the stationary state, an OBD execution unit 54 executes OBD on an imbalance monitor or catalyst degradation detection or the like.
